Long-Term Debt Requirements for Large Bank Holding Companies, Certain Intermediate Holding Companies of Foreign Banking Organizations, and Large Insured Depository Institutions; Extension of Comment Period

The Office of the Comptroller of the Currency, Federal Reserve Board, and FDIC proposed a rule requiring large bank holding companies, U.S. intermediate holding companies of foreign banking organizations, and large insured depository institutions to issue and maintain a minimum amount of long-term debt. The agencies are extending the comment period for this proposal from November 30, 2023, to January 16, 2024, to accommodate stakeholder feedback on the new capital requirements. This extension ensures adequate time for public review before the final regulations take effect.
