The National Bank of Serbia issued these Guidelines to regulate how payment service providers and authorised exchange dealers report euro banknote and coin turnover. These entities must submit electronic data and notifications regarding their processing activities, machine inventories, and organizational unit details to the NBS Cash Department. The rules entered into force in November 2019 and became applicable starting 1 January 2020.
RS Official Gazette, No 82/2019 Pursuant to Article 18, paragraph 1, item 3 of the Law on the National Bank of Serbia (RS Official Gazette, Nos 72/2003, 55/2004, 85/2005 – other law, 44/2010, 76/2012, 106/2012, 14/2015, 40/2015 – CC decision and 44/2018) and Section 32, paragraph 2 of the Decision on Handling Suspected Counterfeit Money (RS Official Gazette, No 111/2017), the Governor of the National Bank of Serbia hereby issues these G U I D E L I N E S FOR REPORTING ON THE PROCESSING AND TURNOVER OF EURO BANKNOTES AND COINS 1 These Guidelines regulate the manner in which payment service providers and authorised exchange dealers submit reports, data and notifications about the processing and turnover of euro banknotes and coins to the National Bank of Serbia (NBS). Within the meaning of these Guidelines, the payment service providers shall include payment institutions, electronic money institutions and public postal operator, in accordance with the law governing payment services (hereinafter: payment service provider). 2 Payment service providers and authorised exchange dealers shall report to the NBS on the turnover of euro banknotes and coins and also on the processed euro banknotes and coins. Payment service providers and authorised exchange dealers shall submit to the NBS the list of euro banknotes handling machines, euro coin processing machines and banknote cash-out machines, as well as the list of their organisational units (branches, exchange dealers, etc.) where inpayments, out-payments and processing of euro banknotes and coins are made. Payment service providers and authorised exchange dealers shall promptly inform the NBS of all changes relating to euro banknotes handling machines, euro coin processing machines and banknote cash-out machines, as well as to the name, place and address of their organisational units where in-payments, out-payments and processing of euro banknotes and coins are made. Reports and data referred to in paragraphs 1 and 2 hereof shall be submitted by the payment service providers and authorised exchange dealers
2 within the deadlines and in the forms set out in Sections 30 and 31 of the decision regulating handling of suspected counterfeit money. 3 Reports, data and notifications referred to in Section 2 hereof shall be submitted by the payment service providers and authorised exchange dealers electronically to the NBS – Cash Department, in line with the technical guidelines governing electronic exchange of data between the payment service providers and/or authorised exchange dealers and the NBS in relation to vault operations. Those can also be submitted in writing, in the event of electronic system failure. 4 These Guidelines shall enter into force on the eighth day following their publication in the RS Official Gazette and shall apply as of 1 January 2020.
