The General Secretariat of the Regional Council for Public Savings and Financial Markets (CREPMF) mandates that professional competence certificates required for financial market participants to obtain professional cards must include specific mandatory details. These requirements specify the signatory's identity and role, the employee's identity and position within the organization, and evidence of the agent's competence through training, assessment, or experience. Furthermore, the certificate must be formally signed by a duly authorized hierarchical superior of the employee.

CIRCULAR NO. 002-2005 ON THE CONTENT OF THE PROFESSIONAL COMPETENCE CERTIFICATE REQUIRED FOR THE ISSUANCE OF PROFESSIONAL CARDS
The General Secretariat of the Regional Council for Public Savings and Financial Markets wishes to inform persons whose activity on the financial market requires holding a professional card that the professional competence certificate required by Article 4 of Instruction No. 7/97 on the issuance of professional cards must contain the following mandatory details:
The professional competence certificate must be signed by the employee's hierarchical superior who is duly authorized to do so.
