The Department of the Treasury’s Office of Foreign Assets Control published General License 5S to authorize certain transactions related to the Petroleos de Venezuela, S.A. 2020 8.5 Percent Bond on or after December 20, 2025. This license replaces and supersedes General License 5R, permitting dealings that would otherwise be prohibited by Executive Order 13835 and the Venezuela Sanctions Regulations. The authorization is effective June 20, 2025, but explicitly excludes any transactions or activities otherwise prohibited by the Venezuela Sanctions Regulations or other parts of 31 CFR chapter V.
