The Palestine Monetary Authority issued Instructions No. (10) of 2021 to amend Instructions No. (09) of 2021 regarding banking regulations. The amendment explicitly restricts the application of these instructions to conventional banks only, excluding licensed Islamic banks from their scope. These revised provisions are immediately effective and mandate all competent authorities to enforce them from the date of issuance.
Pursuant to the provisions of Decision-Law No. (9) of 2010 concerning Banks, and subsequent to Instructions No. (09) of 2021, and in accordance with the powers delegated to us, and in pursuit of the public interest, we have issued the following Instructions:
The text of the Article in the original Instructions is replaced with the following: "The provisions of these Instructions shall apply to conventional banks only and shall not apply to Islamic banks licensed by the Monetary Authority to conduct banking business in Palestine."
All competent authorities shall, each within their respective jurisdiction, implement the provisions of these Instructions, which shall apply from the date of their issuance.
