The Department of the Treasury’s Office of Foreign Assets Control published General License 1 to authorize the wind down of transactions involving the Rwanda Defence Force through April 1, 2026. The Office also published General License 14 to authorize transactions involving the Belarussian Bank of Development and Reconstruction Belinvestbank Joint Stock Company and related entities. Both licenses were previously made available on OFAC’s website and are issued pursuant to the respective Democratic Republic of the Congo and Belarus sanctions regulations.

This Class E airspace area is effective during the specific dates and times established in advance by a Notice to Airmen. The effective date and time will thereafter be continuously published in the Chart Supplement.

(b) This general license does not authorize any transactions otherwise prohibited by the DRCSR, including transactions involving any person blocked pursuant to the DRCSR other than the blocked persons described in paragraph (a) of this general license, unless separately authorized.
