Capital Markets Authority Announcement No. 64: Trading Restrictions for Banks and Specialized Banks

CAPITAL MARKETS AUTHORITY Announcement No. 64 Addressed to Banks and Specialized Banks Pursuant to Law No. 161 dated 17/08/2011 on Capital Markets, Pursuant to the decision of the Board of the Capital Markets Authority No. 20/19/19 adopted in its meeting held on 26/11/2019, With reference to Intermediate Circular No. 531 dated 01/11/2019 issued by Banque du Liban which granted banks that are authorized to offer their shares for public subscription or for trading in regulated markets a deadline until 31/12/2019 to publish their statements for the third quarter of 2019 as referred to in the second paragraph of Article 1 of the Banque du Liban Basic Decision No. 6574 dated 24/04/1997, We advise you of the following: First : Whereas the unaudited financial statements have yet to be published, these shall be considered as inside non-public information. The Capital Markets Authority reminds all banks concerned with the above-mentioned Intermediary Circular to abide by the provisions of the Market Conduct Regulation (Series 4000), especially in terms of prohibition from making a trade, directly or indirectly, in a traded security or a related security by any person in possession of inside non-public information relating to that traded security, until the Bank’s financial statements for the third quarter of 2019 are published. Second: This announcement shall enter into force upon its publication in the Official Gazette.
