The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) published General License 104A to authorize specific transactions otherwise prohibited by the Russian Harmful Foreign Activities Sanctions Regulations. This license permits the importation of certain non-industrial diamonds into the United States, provided they were physically located outside the Russian Federation before specified dates in 2024. GL 104A supersedes General License 104 and remains valid until September 1, 2026, while explicitly maintaining prohibitions on diamonds of Russian origin and transactions involving blocked persons.
