Electronic Licensing, Approval, and Reporting for Pawnshop and Sharia Pawnshop Companies

The Financial Services Authority (OJK) issued Circular Letter No. 30/SEOJK.06/2025 to mandate electronic submission of licensing, approval, and reporting for pawnshop and Sharia pawnshop companies. The regulation requires companies to submit colored scans of original documents via the OJK data communication network or email, while retaining printed copies of approvals during their validity. Abstract: This Financial Services Authority Circular Letter is prepared as a follow-up to the mandate of Article 11 paragraph (9) and Article 226 paragraph (5) of Financial Services Authority Regulation Number 39 of 2024 concerning Pawnshops, to regulate business licensing, institutional matters, and the submission of reports by pawnshop and Sharia pawnshop companies.

The Financial Services Authority Circular Letter concerning Electronic Licensing, Approval, and Reporting for Pawnshop and Sharia Pawnshop Companies regulates the following matters:

  • Scope of Electronic Licensing, Approval, and Reporting Requests;
  • Procedures and Requirements for Submission of Electronic Licensing, Approval, and Reporting Requests;
  • The obligation to retain printed documents of licensing and approvals that have been submitted through the Financial Services Authority's data communication network system or via email to the Financial Services Authority while such licensing and approvals remain valid; and
  • Format of the self-assessment form regarding electronic licensing, approval, and reporting requests.

Legal Basis for this Financial Services Authority Circular Letter is: POJK No. 39 of 2024.

Notes: This Financial Services Authority Circular Letter takes effect on the date it is established. This Financial Services Authority Circular Letter was established on November 26, 2025.

Submission of licensing, approval, and reporting requests is accompanied by a self-assessment form signed by the Company's Board of Directors after being verified by a different official/Board of Directors member, evidenced by initials on each page of the self-assessment form and next to the Company's Board of Directors' signature, as stated in the Appendix of this Financial Services Authority Circular Letter.

By submitting licensing, approval, and reporting requests to the Financial Services Authority online, Companies are not required to submit printed documents.

The licensing, approval, and reporting request documents submitted online are colored scans of the original documents.

In the event that the Financial Services Authority's data communication network system is unavailable, technical disturbances occur, or force majeure exists, the Company submits licensing, approval, and reporting requests online in the form of electronic documents via the email address determined by the Financial Services Authority.

Force majeure includes, among others, fires, mass riots, war, armed conflict, sabotage, pandemics, cyberattacks, as well as natural disasters, non-natural disasters, and/or social disasters that disrupt the Company's operational activities, which can be proven by a statement from the competent official of the relevant agency.

Submission of licensing, approval, and reporting requests in the form of electronic documents via email is sent to mailingroomwismul@ojk.go.id or another address designated by the Financial Services Authority and addressed to:

  • The Executive Head of Supervision of Financing Institutions, Venture Capital Companies, Microfinance Institutions, and Other Financial Service Institutions u.p. Director of Licensing of Financing Institutions, Venture Capital Companies, Microfinance Institutions, and Other Financial Service Institutions;
  • Or through the Financial Services Authority Office according to the Company's domicile.

Companies are required to retain printed documents of licensing and approvals that have been submitted through the Financial Services Authority's data communication network system or via email to the Financial Services Authority while such licensing and approvals remain valid.

Upon the effectiveness of this Financial Services Authority Circular Letter, Financial Services Authority Circular Letter Number 51/SEOJK.05/2017 concerning Registration, Business Licensing, and Institutional Matters of Pawnshop Companies is revoked and declared invalid.
