The Palestine Monetary Authority and the Palestinian Ministry of Interior issued General Circular No. 2025/24 alongside Decisions No. 24 through 37 of 2025 to formally dissolve or deregister fourteen charitable associations across Jericho, Tubas, Nablus, Bethlehem, and Ramallah governorates due to chronic non-compliance, including failure to hold annual meetings, submit financial reports, conduct board elections, or conduct any actual activities. The Ministry's decisions mandate that these associations undergo liquidation procedures under Article 39 of the Charitable Associations and Civil Bodies Law No. 1 of 2000 after failing to rectify their legal status within the stipulated warning periods. Banks operating in Palestine are instructed to immediately freeze or report the financial accounts of these entities to the Anti-Money Laundering and Counter-Terrorism Financing Department within three working days and provide a full disclosure of any associated assets under their custody.
