Subject: Decisions on the Dissolution and Deregistration of Charitable Associations

Attached is the letter from the Director General of the General Administration of Non-Governmental Organizations and Public Affairs at the Ministry of Interior No. (2848) regarding decisions on the dissolution and deregistration of specific charitable associations in the governorates of (Jericho, Tubas, Nablus, Bethlehem, and Ramallah). Accordingly, the necessary legal measures are requested to be taken regarding this matter, and the Anti-Money Laundering and Counter-Terrorism Financing Department at our end is to be provided with the measures taken regarding this matter within three working days from its date, including the financial centers of the accounts of these associations.

Decision on Deregistration No. (24) of the Year 2025

Based on the powers granted to us under the Charitable Associations and Civil Bodies Law No. (1) of the year 2000, and its Executive Regulations, and in pursuit of the public interest and its preservation, it is decided as follows:

First: Deregistration of the Aqaba Jabir Charity Association for the Rehabilitation of the Disabled - Jericho Governorate, registered with us on 29/6/2020, under number (JR-683-C), for the following reasons:

1. The aforementioned association has not engaged in any activities or notable actual work since its registration date.
2. For the aforementioned violations, and in accordance with Article (37) of the aforementioned Law, a warning was issued to the aforementioned association on 1/8/2022, bearing issuance number (8669), directed to the association to rectify its legal status within three months.
3. Despite being notified of the permission on 28/8/2022 and its expiration on 28/11/2022, it was sent to the address registered in the system.
4. For the aforementioned violations, and upon the expiration of the warning period without the aforementioned association rectifying its legal status, this decision was issued based on Article (37) of the aforementioned Law.

Second: The aforementioned body shall be subject to the liquidation procedures stipulated in Article (39) of the aforementioned Law.

Third: All relevant authorities are to execute this decision regarding their respective parts, and it shall take effect from its date.

Fourth: Everyone is to comply and adhere.

Based on the powers granted to us under the Charitable Associations and Civil Bodies Law No. (1) of the year 2000, and its Executive Regulations, and in pursuit of the public interest and its preservation, it is decided as follows:

First: Dissolution of the Northern Jordan Valley Women's Center Charity Association - Tubas Governorate, registered with us on 2/11/2011, under number (TU-0024-C), for the following reasons:

1. The association's general assembly failed to hold its annual meeting, contrary to Article (23) of the aforementioned Law.
2. Failure to submit financial and administrative reports for the years (2016-2017-2018) to the competent authority, contrary to Article (13) of the aforementioned Law.
3. For the aforementioned violations, and in accordance with Article (37) of the aforementioned Law, a written warning was issued to the aforementioned association on 28/11/2019, bearing issuance number (13601), directed to the association to rectify its legal status within three months.
4. Despite being notified of the permission on 24/12/2019 and its expiration on 24/3/2020, it did not rectify its legal status.
5. For the aforementioned violations, and upon the expiration of the warning period without the aforementioned association rectifying its legal status, this decision was issued based on Article (37) of the aforementioned Law.

Second: The aforementioned association shall be subject to the liquidation procedures stipulated in Article (39) of the aforementioned Law.

Third: All relevant authorities are to execute this decision regarding their respective parts, and it shall take effect from its date.

Based on the powers granted to us under the Charitable Associations and Civil Bodies Law No. (1) of the year 2000, and its Executive Regulations, and in pursuit of the public interest and its preservation, it is decided as follows:

First: Dissolution of the Al-Wahda and Al-Amal Club for Children and Pioneers Charity Association - Tubas Governorate, registered with us on 20/12/2011, under number (TU-0027-C), for the following reasons:

1. The association's general assembly failed to hold its annual meeting, contrary to Article (23) of the aforementioned Law.
2. Failure to submit financial and administrative reports for the year (2022) to the competent authority, contrary to Article (13) of the aforementioned Law.
3. And Article (41) of the Bylaws.
4. For the aforementioned violations, and in accordance with Article (37) of the aforementioned Law, a written warning was issued to the aforementioned association on 25/7/2023, bearing issuance number (10949), directed to the association to rectify its legal status within three months.
5. Despite being notified of the permission on 30/8/2023 and its expiration on 30/11/2023, it did not rectify its legal status.
6. For the aforementioned violations, and upon the expiration of the warning period without the aforementioned association rectifying its legal status, this decision was issued based on Article (37) of the aforementioned Law.

Second: The aforementioned association shall be subject to the liquidation procedures stipulated in Article (39) of the aforementioned Law.

Third: All relevant authorities are to execute this decision regarding their respective parts, and it shall take effect from its date.

1. The association's general assembly failed to hold its annual meeting, contrary to Article (23) of the aforementioned Law.
2. Failure to submit financial and administrative reports for the year (2020) to the competent authority, contrary to Article (13) of the aforementioned Law.
3. And Article (41) of the Bylaws.
4. For the aforementioned violations, and in accordance with Article (37) of the aforementioned Law, a written warning was issued to the aforementioned association on 13/12/2021, bearing issuance number (11922), directed to the association to rectify its legal status within three months.
5. Despite being notified of the permission on 12/1/2022 and its expiration on 12/4/2022, it did not rectify its legal status.
6. For the aforementioned violations, and upon the expiration of the warning period without the aforementioned association rectifying its legal status, this decision was issued based on Article (37) of the aforementioned Law.

1. The aforementioned association failed to conduct board elections contrary to the provisions of Article (23) of the aforementioned Law and Article (29) of the Bylaws, despite the expiration of the board's term.
2. The association's general assembly failed to hold its annual meeting, contrary to Article (23) of the aforementioned Law.
3. Failure to submit financial and administrative reports for the years (2019-2020) to the competent authority, contrary to Article (13) of the aforementioned Law.
4. And Article (41) of the Bylaws.
5. For the aforementioned violations, and in accordance with Article (37) of the aforementioned Law, a written warning was issued to the aforementioned association on 12/12/2021, bearing issuance number (11843), directed to the association to rectify its legal status within three months.
6. Despite being notified of the permission on 9/1/2022 and its expiration on 9/4/2022, it did not rectify its legal status.
7. For the aforementioned violations, and upon the expiration of the warning period without the aforementioned association rectifying its legal status, this decision was issued based on Article (37) of the aforementioned Law.

Second: The aforementioned association shall be subject to the liquidation procedures stipulated in Article (39) of the aforementioned Law.

2. The association's general assembly failed to hold its annual meeting, contrary to Article (23) of the aforementioned Law.
3. Failure to submit financial and administrative reports for the years (2019-2020) to the competent authority, contrary to Article (13) of the aforementioned Law.
4. And Article (41) of the Bylaws.

4. And Article (41) of the Bylaws.

1. The association's general assembly failed to hold its annual meeting, contrary to Article (23) of the aforementioned Law.
2. Failure to submit financial and administrative reports for the year (2014) to the competent authority, contrary to Article (13) of the aforementioned Law.
3. And Article (41) of the Bylaws.
4. For the aforementioned violations, and in accordance with Article (37) of the aforementioned Law, a written warning was issued to the aforementioned association on 27/7/2015, bearing issuance number (6873), directed to the association to rectify its legal status within three months.
5. Despite being notified of the permission on 5/9/2024 and its expiration on 5/12/2024, it did not rectify its legal status.
6. For the aforementioned violations, and upon the expiration of the warning period without the aforementioned association rectifying its legal status, this decision was issued based on Article (37) of the aforementioned Law.

Second: The aforementioned association shall be subject to the liquidation procedures stipulated in Article (39) of the aforementioned Law.

First: Deregistration of the Palestinian Foundation for Intellectual and Media Affairs Charity Association - Ramallah & Al-Bireh Governorate, registered with us on 10/4/2017, under number (RA-22784-I), for the following reasons:

1. The aforementioned association has not engaged in any activities or notable actual work since its registration date.
2. For the aforementioned violations, and in accordance with Article (37) of the aforementioned Law, a warning was issued to the aforementioned association on 25/10/2022, bearing issuance number (12320), directed to the association to rectify its legal status within three months.
3. Despite being notified of the permission on 1/1/2022 and its expiration on 1/2/2023, it was sent to the address registered in the Bylaws.

1. The aforementioned association has not engaged in any activities or notable actual work since its registration date.
2. For the aforementioned violations, and in accordance with Article (37) of the aforementioned Law, a warning was issued to the aforementioned association on 17/7/2024, bearing issuance number (6359), directed to the association to rectify its legal status within three months.
3. Despite being notified of the permission on 23/7/2024 and its expiration on 23/10/2024, it was sent to the address registered in the Bylaws.
4. For the aforementioned violations, and upon the expiration of the warning period without the aforementioned association rectifying its legal status, this decision was issued based on Article (37) of the aforementioned Law.

2. The association's general assembly failed to hold its annual meeting, contrary to Article (23) of the aforementioned Law.
3. Failure to submit financial and administrative reports for the years (2019-2020 - 2021-2022) to the competent authority, contrary to Article (13) of the aforementioned Law.
4. And Article (41) of the Bylaws.

7. For the aforementioned violations, and upon the expiration of the warning period without the aforementioned association rectifying its legal status, this decision was issued based on Article (37) of the aforementioned Law.

1. The aforementioned association failed to conduct board elections contrary to the provisions of Article (23) of the aforementioned Law and Article (29) of the Bylaws, despite the expiration of the board's term.
2. The association's general assembly failed to hold its annual meeting, contrary to Article (23) of the aforementioned Law.
3. Failure to submit financial and administrative reports for the years (2015-2018) to the competent authority, contrary to Article (13) of the aforementioned Law.
4. And Article (41) of the Bylaws.
5. For the aforementioned violations, and in accordance with Article (37) of the aforementioned Law, a written warning was issued to the aforementioned association on 1/3/2020, bearing issuance number (2410), directed to the association to rectify its legal status within three months.
6. Despite being notified of the permission on 4/3/2020 and its expiration on 4/6/2020, it did not rectify its legal status.
7. For the aforementioned violations, and upon the expiration of the warning period without the aforementioned association rectifying its legal status, this decision was issued based on Article (37) of the aforementioned Law.

Second: The aforementioned association shall be subject to the liquidation procedures stipulated in Article (39) of the aforementioned Law.

Third: All relevant authorities are to execute this decision regarding their respective parts, and it shall take effect from its date.

Fourth: Everyone is to comply and adhere.
