INSTRUCTION NORMATIVE BCB No. 729, OF APRIL 29, 2026
Publishes new versions of the layouts and filling instructions for the information submission documents it specifies, managed by the Department of Financial System Monitoring, to adapt to the alphanumeric format of the registration number in the National Registry of Legal Entities - CNPJ, as provided for in Federal Revenue Instruction No. 2,229, of October 15, 2024.
The Head of the Department of Financial System Monitoring - Desig, in the exercise of the authority conferred upon him by Art. 23, item I, letter “a”, of the Internal Regulations of the Central Bank of Brazil, annexed to Resolution BCB No. 340, of September 21, 2023, based on Art. 85, item I, letter “b”, of the aforementioned Regulations, and considering the provisions of Federal Revenue Instruction No. 2,229, of October 15, 2024,

Art. 1º New versions of the layouts and filling instructions for the documents specified below shall come into force, effective from the July 2026 data base, available on the Central Bank of Brazil website at the electronic address https://www.bcb.gov.br/estabilidadefinanceira/leiautedocumentoscrd:

The information submission documents managed by the Department of Financial System Monitoring – Desig, regulated by instruction norms, circular letters, layouts and filling instructions made available on the Central Bank of Brazil website, are used by submitting institutions to forward information necessary for the performance of the legal and regulatory duties of this Autarchy.
Federal Revenue Instruction No. 2,229, of October 15, 2024, established the alphanumeric format for the registration number in the National Registry of Legal Entities – CNPJ, with effects produced from July 1, 2026.
Considering that the information submission documents under the management of Desig use the CNPJ as a registration identification element for legal entities, it is essential to update the respective layouts and filling instructions, in order to ensure technical and operational compatibility with the new standard established by the Federal Revenue Service of Brazil – RFB.
In light of this, it is necessary to publish new versions of the layouts and filling instructions for the listed documents, with application from the July 2026 data base, in order to allow the timely adaptation of the systems of submitting institutions, avoid inconsistencies in the sending, processing, reception and validation of information forwarded to the Central Bank of Brazil and adapt the fields intended for the CNPJ registration number to the alphanumeric format established by Federal Revenue Instruction No. 2,229, of 2024.
Decree No. 10,411, of June 30, 2020, regulates the conduct of regulatory impact analysis – AIR as a prior requirement for the issuance of normative acts. However, in its Art. 4º, the aforementioned Decree establishes the hypotheses for exemption from conducting AIR. This Instruction Normative falls under the hypothesis provided for in item IV - normative act that aims at the update or revocation of norms considered obsolete, without alteration of merit.
As described in paragraphs 2 to 4, the present normative has an eminently technical and operational character, intended to update the technical documents for information submission to make them compatible with the new registration standard, without relevant material innovation in existing obligations, which justifies the classification for the exemption of AIR provided for in item IV of Art. 4 of Decree No. 10,411, of 2020.
Thus, based on the provisions of paragraphs 5 and 6, I understand that the issuance of this Instruction Normative is exempt from conducting AIR.
