The Department of the Treasury's Office of Foreign Assets Control (OFAC) issued Belarus General License 14 to authorize transactions involving Belinvestbank and rescinded Directive 1 under Executive Order 14038. OFAC removed the Ministry of Finance of the Republic of Belarus and the Development Bank of the Republic of Belarus from sanctions, determining that circumstances no longer warrant the prohibitions. Additionally, OFAC removed multiple entities from the Specially Designated Nationals List, including Belaruskali and the Belarusian Potash Company, and archived Belarus General License 13 as no longer applicable.
