Applications must be filed by 25 August 2026 via the dedicated sandbox portal or in writing, and successful applicants will secure testing rights through formal contracts with the Bank. This stage involves the limited testing under the Bank's supervision of innovative financial products and services, with applications specifically targeting fintech innovators. The application process will remain open for two months, accepting submissions until 25 August 2026. Innovative financial products meeting the regime's criteria will gain testing rights based on contracts concluded with the Central Bank. The special regulatory regime aims to support domestic financial innovation, expand access to financial services, and promote a more transparent and efficient financial market. To participate, applicants must submit the documents and information specified in paragraph 4.2 of the "Rules for the Application of the Special Regulatory Regime" via the dedicated web page (sandbox.cbar.az) or in writing.
