The regulator confirms that the Kiwi Access Card, launched by Hospitality NZ in January 2019, holds the same status under the Identity Verification Code of Practice as the previous 18+ card. This designation classifies the card as a secondary or supporting form of photographic identification that must be used alongside a primary non-photographic document. Reporting entities retain the responsibility to ensure the reliability of this ID and must recognize that the card does not meet the standards of a New Zealand Driver Licence or Passport.
Page 1 of 1 Statement on the Kiwi Access Card Background Hospitality NZ launched their revamped 18+ card on 14 January 2019. This is now the Kiwi Access Card. The new Kiwi Access Card contains additional security features and a change of layout to the 18+ card. The 18+ card was used as a form of photographic ID for individuals who did not possess other forms of photographic ID such as a New Zealand Driver Licence or Passport. Status under the Identity Verification Code of Practice Part 1, Section 2 of the amended Identity Verification Code of Practice 2013 (IVCOP) currently refers to the older 18+ card as an example of secondary or supporting form of photographic identification, which is to be used in conjunction with a form of primary nonphotographic identification such as a birth certificate in order to meet the standard set by the IVCOP. In this situation, the Kiwi Access Card is considered to meet the equivalent standard as the 18+ card. The Kiwi Access Card does not meet the standards of a New Zealand Driver Licence or Passport. The responsibility of the reporting entity for accepting the Kiwi Access Card as a form of ID does not change. Reporting entities must ensure they are satisfied that any secondary or supporting photographic identification they accept is independent and reliable. The status of the new Kiwi Access card is considered to be the same as the older 18+ card for the purposes of the IVCOP. This approach is in-line with the Evidence of Identity standard factsheet on the Kiwi Access Card/18+ Card, which treats them as the same form of identification.
