The Palestine Monetary Authority issued Circular No. 138 (2013) mandating all Palestinian banks to train specialized staff and implement necessary accommodations to serve persons with special needs, including the deaf, mute, and blind. Banks are required to partner with relevant disability associations to meet these service standards and must submit proof of implementation to the regulator within one month. This directive reinforces financial inclusion principles and establishes a formal coordination mechanism between commercial banks and advocacy organizations.
Palestine Monetary Authority
Circular No. 138 (2013)
To all banks operating in Palestine
Date: Wednesday, 20 November 2013
Subject: Provision of Banking Services for Persons with Special Needs
In light of the Palestine Monetary Authority's directives to develop and provide banking services to all segments of society, particularly persons with special needs, in line with financial inclusion principles, and based on banks' participation in their corporate social responsibility toward this group, the Authority expects all banks to train specialized staff to interact with persons with special needs, including the deaf, mute, and blind, and to provide the necessary requirements to meet their needs. This should be done in cooperation with associations serving these groups. The Authority emphasizes its readiness to coordinate between banks and these associations, and requests that banks provide us with confirmation of such actions within one month of this circular's date.
