Payment-2025 – Circular No. 31 Upgrade of the National Key System PNS194

The Palestine Monetary Authority issued Circular No. 31/2025 mandating a complete system-wide upgrade of the live National Key System (PNS194) from 23:45 on December 11, 2025, to 08:00 on December 12, 2025. Licensed electronic payment service companies must notify customers and commercial establishments of the temporary suspension of ATM and POS services, while assigning dedicated staff to coordinate with the Authority and submit contact details by December 9, 2025. All inquiries regarding this operational downtime and upgrade procedures should be directed to the Authority's designated oversight team via email.

Subject: Upgrade of the National Key System PNS194

In line with the ongoing efforts by the Palestine Monetary Authority to develop payment system infrastructure and enhance system efficiency and effectiveness, it has been decided to upgrade the current live version of the National Key System PNS194 at the Authority, effective from Thursday evening, December 11, 2025, at 23:45 until Friday morning, December 12, 2025, at 08:00. The system will be completely offline during this period, and compliance with the following is requested:

  1. Notify customers and commercial establishments about the suspension of Automated Teller Machine (ATM) and Point of Sale (POS) services via the National Key System during the specified period.
  2. Provide necessary human resources from the member institution to coordinate with the Palestine Monetary Authority team and address any incidents that may arise during the upgrade process. We kindly request submitting names and contact details to the email address (oversight@pma.ps) no later than Tuesday, December 9, 2025.
