The Saudi Central Bank requires all domestic banks and financial institutions to accept and verify electronic verdicts and termination certificates issued by the Ministry of Justice, replacing traditional paper documents. Institutions must validate these digital certificates through designated government channels, including the Government Services Integration (GSB) platform and the Najiz portal, which automatically confirm certificate validity and status via SMS. Non-compliance with this acceptance and verification mandate will trigger regulatory enforcement actions by the Bank.

Subject: Launching the E-Service of Verdicts and Terminations.
I refer to the Ministry of Justice's launch of the "E-Service of Verdicts and Terminations" effective 17/10/1440H, implemented gradually to enable beneficiaries to receive verdicts and termination certificates electronically via SMS sent to their mobile phones, without the need to visit the court. Accordingly, the issuance of paper certificates for verdicts and terminations has been generally discontinued in favor of storing their information electronically, making them available through the Ministry's electronic verification channels provided to all government entities via the Government Services Integration (GSB) channel under the E-Government Programs (Yesser), specifically through the "Verify Verdict Certificate" service, and for other entities via the Najiz portal. The Ministry's systems automatically respond with information validity, certificate status, and details, while recording verification data, the verifying entity, and results in the Ministry's systems for future reference.
Therefore, the Bank emphasizes to all banks and financial institutions operating in the Kingdom the importance of accepting electronic certificates issued as mentioned above and verifying them through the available channels indicated. The Bank will take regulatory actions in case of non-compliance with these instructions.
