SMESPD Circular Letter No. 02: Financing in Cottage, Micro, Small and Medium Enterprises (CMSMEs)

The Bangladesh Bank issued Circular No. 02 to amend existing CMSME financing guidelines effective 17 April 2025. The circular relaxes mandatory CMSME financing targets and ratios for commercial and specialized banks to facilitate sector growth and grant additional incentives. It also grants a three-year exemption from new capital adequacy, Cash Reserve Ratio, and Statutory Liquidity Ratio requirements for these institutions.

To facilitate financing for CMSMEs under existing guidelines and to provide relief from certain regulatory requirements in light of government policy supporting the CMSME sector, the Bangladesh Bank has decided to relax mandatory CMSME financing requirements for commercial and specialized banks regarding the mandatory CMSME financing target and ratio for additional incentive purposes, per the directive of the 14.4.2 Executive Committee meeting. The following amendments are made:- A) Mandatory FY/quarterly target 20%; B) Exemption from new capital adequacy ratio, Cash Reserve Ratio (CRR) and Statutory Liquidity Ratio (SLR) requirements of the Bangladesh Bank for a period of three years. 3. This circular is issued under Section 45 of the Bangladesh Bank Order, 1991. This circular shall be effective immediately.
