The Office of Foreign Assets Control issued General License 129 to authorize transactions involving Rosneft Deutschland GmbH and RN Refining & Marketing through April 29, 2026. General License 13O permits U.S. persons to pay taxes and fees in Russia necessary for day-to-day operations until January 9, 2026, replacing General License 13N. General License 132, issued on November 21, 2025, is also published to authorize specific transactions otherwise prohibited by the Russian Harmful Foreign Activities Sanctions Regulations.
