The Department of the Treasury’s Office of Foreign Assets Control (OFAC) publishes four general licenses under the Russian Harmful Foreign Activities Sanctions Regulations that authorize specific transactions otherwise prohibited by Executive Order 14024. General License 55E permits services related to the Sakhalin-2 crude oil project, while General License 115C authorizes transactions involving designated Russian banks for civil nuclear energy maintenance. Additionally, General License 13P allows U.S. persons to pay taxes and fees in Russia, and General License 131C facilitates contingent contracts and wind-down activities for Lukoil International GmbH.
