2017 to 2019 Capital Review

The Reserve Bank of New Zealand issued the 2017 to 2019 Capital Review to increase bank capital adequacy requirements, initially phasing in changes through the Banking Prudential Requirements starting in October 2021. Following a 2025 review of key capital settings, the regulator halted further increases under the original schedule, limiting future requirements to those determined by the subsequent review. This document outlines the implementation timeline, including delays due to the pandemic, and provides links to consultations, decision papers, and external expert reviews regarding the new capital framework.
