Circular No. 173: Amendments to Version IV of the Credit Information System

The Palestine Monetary Authority issued Circular No. 173 to implement key amendments to Version IV of the Credit Information System based on user feedback and prior regulatory directives. The updates remove mandatory field requirements for specific financing facilities like demand overdrafts, loans, and credit cards, while expanding the financial facility file structure to accommodate shorter bank and branch codes. Additionally, the circular introduces new non-mandatory demographic data fields for resident and non-resident individuals and corporate entities to enrich customer databases ahead of the upcoming Banking Accounts System launch, with system maintenance scheduled from July 11 to July 13, 2019.

Subject: Amendments to Version IV of the Credit Information System

Continuing the development of the Credit Information System, and based on user feedback regarding Version IV of the system, and in reference to our previous circulars: Circular No. (2007/160) dated 2007/10/28, Circular No. (2014/183) dated 2014/12/17, and Circular No. (2016/52) dated 2016/03/29, we highlight the key amendments made to the Credit Information System Version IV (Version IV). The amendments cover the following items:

First: Amendments to the Record Opening Screen:

  • Modification of mandatory fields based on the type of financing facility, where the mandatory requirement for certain fields has been removed for some facility types, namely:
    • Demand Overdraft F003: The mandatory requirement for the following fields has been removed: Number of installments, Installment type, Installment value, Date of last installment due.
    • Loans F005: The mandatory requirement for the following fields has been removed: Number of installments, Installment type, Installment value, Date of last installment due.
    • Credit Cards F015: The mandatory requirement for the following fields has been removed: Number of installments, Installment type, Installment value.

Second: Amendments to the Financial Data Modification Screen:

  • The financial data modification screen has been updated to allow users to add demographic data for housing loans, mortgages, and small and medium enterprise (SME) loans through this screen, in case this data was not previously entered by the bank.
  • Facility Repayment: The characteristics of the repayment process have been modified to reduce the following fields (Approved Limit, Utilized Balance, Unpaid Due Installments).

Third: Amendment to the Financial Facility File Structure (TXT.File)

Due to the increased number of private sector companies benefiting from the Monetary Authority's credit systems, work has been done to expand the fields for bank numbers, lending institutions, and private sector companies. Accordingly, the financial facility file has been amended as follows:

  • Item 7 in the facility file structure has been modified to consist of only two digits. For example, previously the bank number was declared as "0100", whereas currently only the bank number "01" must be declared.
  • Item 8 in the facility file structure has been modified to consist of only two digits. For example, previously the branch number was declared as "0112", whereas currently only the branch number "12" must be declared.

Fourth: Amendment to the Demographic Data Screen (Customer Data)

Continuing development efforts and in preparation for the upcoming launch of the Banking Accounts System, the customer data screen has been updated with new fields to enrich the demographic database for customers, as follows. Please note that all these fields are currently non-mandatory until the launch of the Banking Accounts System, after which they will become mandatory.

Accordingly, the Palestine Monetary Authority hopes that bank administrations will disseminate this circular to system users to inform them of these developments and facilitate their tasks. We also wish to inform you that the systems will be suspended from 15:00 on Thursday, July 11, 2019, until the evening of Saturday, July 13, 2019.
