The Department of the Treasury’s Office of Foreign Assets Control published four general licenses under the Russian Harmful Foreign Activities Sanctions Regulations to authorize specific transactions otherwise prohibited by Executive Order 14024. General License 53A permits transactions for Russian diplomatic missions involving Gazprombank, while General License 55C authorizes services related to the Sakhalin-2 project until June 28, 2025. General Licenses 113 and 114 provide wind-down periods until December 20, 2024, for divesting blocked financial institutions and facilitating the transfer of debt, equity, or derivatives involving Gazprombank and Interstate Bank.
