The Commodity Futures Trading Commission proposes supplemental regulations to permit derivatives clearing organizations exempt from registration to clear swaps for U.S. customers through foreign intermediaries. The Commission also proposes to exempt these foreign intermediaries from registering as futures commission merchants when accepting funds from U.S. persons to margin swaps cleared at an exempt derivatives clearing organization. Additionally, the proposal includes amendments to delegation provisions and clarifies that exempt foreign intermediaries are not required to comply with regulations applicable solely to registered futures commission merchants.
