Central Bank of Libya Circular Letter No. 147/2013 on Resumption of Certificates of Origin
The Central Bank of Libya, through Circular Letter No. 147/2013 issued by the Director of the Supervision of Banks and Currency Department, mandates the resumption of mandatory certification for certificates of origin for all imported goods and materials. This directive requires customs authorities to enforce the certificate as a standard clearance document, with authentication performed by joint commercial chambers in relevant countries or Libyan embassies elsewhere. The instruction aligns with prior economic ministry directives and maintains existing trade differentials among Arab states while reinstating pre-2011 certification procedures.
