The Central Bank of Libya, through Circular Letter No. 147/2013 issued by the Director of the Supervision of Banks and Currency Department, mandates the resumption of mandatory certification for certificates of origin for all imported goods and materials. This directive requires customs authorities to enforce the certificate as a standard clearance document, with authentication performed by joint commercial chambers in relevant countries or Libyan embassies elsewhere. The instruction aligns with prior economic ministry directives and maintains existing trade differentials among Arab states while reinstating pre-2011 certification procedures.

Subject: Resumption of Application of Certificates of Origin
With reference to Circular Letter No. (33/2011) issued on 15/2/2011,
which was circulated via the General People's Committee (formerly) letter No. (10755)
dated 8/2/2011, regarding the cancellation of certification procedures for certificates of origin, concerning goods
and materials imported from abroad.
And in light of the letter from Mr. Minister of Economy No. 1310/1/5 addressed to Mr. Minister
of Finance dated 28/2/2013, and a copy to other authorities, it is directed that
the Customs Authority resumes application of the certificate of origin, and certifies it through joint commercial chambers
in countries where joint chambers exist, and from Libyan embassies in other countries, and that it be
the certificate of origin among the required documents when clearing goods and merchandise imported to
the Libyan State, while observing the differential in managing and developing trade exchange between Arab countries.
We inform you of the instructions from Mr. Deputy Governor of the Central Bank of Libya regarding resumption of application of
the origin among documents of goods and materials imported from abroad, and certifying them through chambers
of commerce or Libyan embassies abroad as stated in the letter from Mr. Minister of Economy
mentioned above.
