The Department of the Treasury’s Office of Foreign Assets Control published General License 13N to authorize certain administrative transactions prohibited by Directive 4 under Executive Order 14024. This license permits U.S. persons to pay taxes, fees, and import duties in the Russian Federation for day-to-day operations through October 9, 2025, while explicitly prohibiting debits to accounts of specific Russian government entities. General License 13N replaces and supersedes the previously issued General License 13M.
