Circular No. 88/2022: Cabinet Decision No. 4 of 2021 Regarding the Minimum Wage
The Palestine Monetary Authority issued Circular No. 88/2022 to mandate compliance with Cabinet Decision No. 4 of 2021, which establishes a statutory minimum monthly wage of 1,880 shekels across all Palestinian sectors and regions. The decree additionally sets minimum daily and hourly compensation at 85 shekels and 10.5 shekels for casual and seasonal workers, formally integrates tripartite committee agreements, and repeals all conflicting regulations. Subject: Cabinet Decision No. (4) of 2021 Regarding the Minimum Wage
With reference to the esteemed Cabinet Decision No. (4) of 2021 regarding the minimum wage, we emphasize the necessity for specialized lending institutions to comply with the provisions of the attached decision in accordance with regulations, based on the principle that the monthly salary shall not be less than the value of (1,880) shekels.

Cabinet Decision No. (4) of 2021 Regarding the Minimum Wage in Palestine
The Cabinet, Based on the provisions of the Basic Law amended in 2003 and its amendments, and the provisions of Labor Law No. (7) of 2000, after reviewing Cabinet Decision No. (46) of 2004 regarding the formation of the Wages Committee, and reviewing Cabinet Decision (14/21/01/P.M./S.F.) of 2012, and the National Wages Committee decision dated 2021/03/28, and based on the proposal of the Minister of Labor/Chairman of the National Wages Committee, and the powers delegated to us, and in pursuit of the public interest,
The Cabinet decided in its session held on 2021/08/23 the following:
(1) Article Adoption of the minimum wage in all areas of the State of Palestine as follows:
- The minimum monthly wage in all areas of the State of Palestine and in all sectors shall be an amount of (1,880) one thousand eight hundred and eighty shekels per month.
- The minimum wage for casual laborers, specifically those working on an irregular daily basis, as well as seasonal workers, shall be an amount of (85) eighty-five shekels per day.
- The minimum wage for one hour of work for workers covered by the provisions of paragraph (2) of this Article shall be an amount of (10.5) shekels.
(2) Article What is agreed upon in the tripartite committees formed pursuant to the National Wages Committee decision shall be considered part of this decision, after its approval by the Cabinet.
(3) Article All provisions conflicting with the terms of this decision are hereby repealed.

(4) Article All competent authorities, each within their respective jurisdiction, shall implement the provisions of this decision. It shall take effect at the beginning of the year 2022 and be published in the Official Gazette.
