The Law on Public Procurement of Montenegro

The Parliament of Montenegro enacted this law to govern public procurement procedures for goods, works, and services by public and sectoral contracting authorities. It establishes fundamental principles including cost-effectiveness, competition, transparency, and non-discrimination while defining the scope, obligations, and exemptions for regulated entities. The legislation also standardizes procedural requirements such as the use of the Euro, the Montenegrin language, and the electronic public procurement system to ensure efficient use of public funds.
