The Department of the Treasury’s Office of Foreign Assets Control published a determination issued pursuant to Executive Order 14071 to prohibit specific services provided to persons located in the Russian Federation. The determination applies prohibitions to information technology consultancy and design services, as well as IT support and cloud-based services for enterprise management and design and manufacturing software. These restrictions take effect on September 12, 2024, with specific exclusions for services to entities owned by U.S. persons or software authorized by the Department of Commerce.
