The Department of the Treasury’s Office of Foreign Assets Control published General License 25 to authorize specific transactions otherwise prohibited by the Syrian Sanctions Regulations and related sanctions programs. This license permits transactions involving the Government of Syria, including President Ahmed al-Sharaa, as well as designated entities such as Syrian Arab Airlines and the Central Bank of Syria, provided they are listed in the license's annex. The authorization excludes transactions involving other SDN-listed persons, the unblocking of pre-existing blocked property, and dealings with Russia, Iran, or the DPRK.
