The Department of the Treasury’s Office of Foreign Assets Control published General Licenses 13J and 55B to authorize specific transactions otherwise prohibited by the Russian Harmful Foreign Activities Sanctions Regulations. General License 13J permits U.S. persons to pay taxes, fees, and import duties related to day-to-day operations in Russia, while General License 55B authorizes services for the maritime transport of crude oil from the Sakhalin-2 project solely for importation into Japan. These licenses supersede previous general licenses and remain effective until October 9, 2024, and June 28, 2025, respectively.
