Bulletin 92-5: Rate Filing Procedures for Workers' Compensation Insurance

The Oregon Insurance Division issued Bulletin 92-5 to outline revised rate filing procedures and compliance requirements for all workers' compensation insurers. The document mandates that insurers independently file their entire rating systems, prohibiting the automatic use of NCCI values for expenses, taxes, or profit, and requires the adoption of new NAIC-standard forms for premium rate filings. Insurers are further instructed to maintain current rates to avoid unfair discrimination penalties and must simultaneously submit copies of all filings to the National Council on Compensation Insurance.
