The Department of the Treasury’s Office of Foreign Assets Control published General Licenses 55D and 115B to authorize specific transactions otherwise prohibited under the Russian Harmful Foreign Activities Sanctions Regulations. General License 55D permits services related to the Sakhalin-2 project, including maritime transport of crude oil to Japan and transactions involving Gazprombank, through December 19, 2025. General License 115B authorizes transactions with designated Russian banks and the Central Bank of Russia solely to maintain or support civil nuclear energy projects initiated before November 21, 2024, also expiring on December 19, 2025.
