The Department of the Treasury’s Office of Foreign Assets Control issued five general licenses to authorize specific transactions otherwise prohibited by the Russian Harmful Foreign Activities Sanctions Regulations. These licenses permit the importation of certain pre-existing diamond jewelry and diamonds, while also authorizing limited safety, environmental, and wind-down transactions involving designated blocked vessels and entities. Each general license includes specific expiration dates ranging from October 2024 to September 2025 and excludes transactions involving blocked persons or prohibited directives under Executive Orders 14024 and 14068.
