BCEAO Advisory No. 002-03-2026 on Automated Financial Statement Reporting for Credit Institutions and Financial Companies
The Central Bank of West African States (BCEAO) issued Advisory No. 002-03-2026 to mandate credit institutions and financial companies in the UMOA region, including banking holding companies, to submit their individual and consolidated annual and mid-year financial statements through the dedicated CRAEF digital platform. This requirement, effective for reports finalized after the first semester of 2026, aligns with existing periodicity rules under Instruction No. 035-11-2016 while preserving the option for physical submissions. The directive modernizes regulatory data collection by transitioning reporting to an automated IT system without altering current filing obligations.
The Governor ADVISORY NO. 002-03-2026 TO CREDIT INSTITUTIONS AND FINANCIAL COMPANIES REGARDING THE PROCEDURES FOR AUTOMATED REPORTING OF FINANCIAL STATEMENTS Instruction No. 035-11-2016 concerning the preparation and publication of financial statements requires credit institutions, including banking holding companies, and financial companies to submit their individual and consolidated annual and end-of-first-semester financial statements to the Central Bank as well as to the UMOA Banking Commission. To modernize the collection of this information, the Central Bank of West African States has established a dedicated IT platform named “Cadre de Reporting Automatisé des Etats Financiers, abbreviated CRAEF”. In this regard, credit institutions, including banking holding companies, and financial companies of the UMOA are required to submit their financial statements via the CRAEF application, starting from the end-of-first-semester 2026 reports, according to the periodicities defined by Instruction No. 035-11-2016. This reporting is without prejudice to the submission of said statements in physical format. This Advisory is notified to credit institutions, including banking holding companies, and financial companies of the UMOA. It is published wherever necessary.
