Circular Letter No. 4062 - Amends Layout and Filling Instructions for Document 3040 - Credit Risk Data of the Credit Information System (SCR)

The Head of the Department of Financial System Monitoring (Desig), using the authority granted by Article 23, item I, clause "a", of the Internal Regulations of the Central Bank of Brazil, annexed to Ordinance No. 84,287, of February 27, 2015, based on Article 77, item III of said Regulations, and considering the provisions of Provisional Measure No. 975, of June 1, 2020, Law No. 13,999, of May 18, 2020, Resolution No. 4,571, of May 26, 2017, Circulars Nos. 3,870, of December 19, 2017, and 4,033, of June 24, 2020, and Circular Letter No. 3,869, of March 19, 2018,

RESOLVES:

Art. 1. The new versions of the Layout and Filling Instructions for Document 3040 - Credit Risk Data, available on the Central Bank of Brazil's website at https://www.bcb.gov.br/estabilidadefinanceira/scrdoc3040, shall enter into force according to the schedule specified below, with the alterations described in this circular letter.

Art. 2. From the data base of July 2020:

I - in "Annex 26: Additional Information":

a) alteration of the description of domain 14 "Regulatory Application" to "Legal and Regulatory Linkage";

b) inclusion in domain 04 - "Instrument registered in systems of registration, settlement, and custody authorized by the Central Bank of Brazil", of subdomain 10, with the description "CRT4";

c) inclusion in domain 06 "Asset linked in systems of registration, settlement, and custody authorized by the Central Bank of Brazil", of subdomain 10 "CRT4".

Art. 3. From the data base of August 2020:

I - in "Annex 26: Additional Information":

a) inclusion in domain 14 "Legal and Regulatory Linkage", subdomain 08 "Other Regulatory Use", of the field <ident> with the description "Type of Regulatory Use";

II - inclusion of Annex 37 with the description "Type of Regulatory Use" and of the domains:

a) 01 "Operations contracted within the scope of Pronampe (Law 13,999/2020 - National Program for Support to Microenterprises and Small Businesses)";

b) 02 "Operations granted within the scope of FGI PEAC (Provisional Measure No. 975 - Emergency Program for Access to Credit)";

c) 03 "Operations contracted within the scope of Circular No. 4,033 - deductions on the liabilities of savings deposit resources";

d) 99 "Others".

Sole Paragraph. For the filling of the field <Ident> referred to in item I, the domains listed in "Annex 37: Type of Regulatory Use" must be used.

Art. 4. From the data base of May 2021, the following modifications:

I - in "Annex 3: Operation Modality - Mod", domain 19 "Limit":

a) alteration of the description of subdomain 01 "contracted and unused limit" to "Global Limit";

b) inclusion of the subdomains:

4. 99 "Other amortization systems".

Sole Paragraph. The information regarding the subdomains referred to in item III must be used only when related to:

I - domain 09 "Real Estate Financing", of "Annex 3: Operation Modality - Mod", and its subdomains:

a) 01 "housing financing - SFH";

b) 02 "housing financing - except SFH";

c) 03 "real estate financing - developments, except housing"; and

d) 90 "project financing".

Art. 5. The submission of the information referred to in Art. 3 is admitted starting from the data base of July 2020, under an assisted production regime.

Art. 6. This Circular Letter enters into force on the date of its publication.
