The Department of the Treasury’s Office of Foreign Assets Control published General Licenses 129, 13O, and 132 to authorize specific transactions otherwise prohibited by the Russian Harmful Foreign Activities Sanctions Regulations. General License 129 authorizes transactions involving Rosneft Deutschland GmbH and RN Refining & Marketing through April 29, 2026, while General License 13O permits certain administrative payments and permits for U.S. persons operating in Russia through January 9, 2026. General License 132, issued on November 21, 2025, is also published in this Federal Register notice to provide further regulatory clarity.
