Circular to Banks No. 2023-04 of July 14, 2023
The Central Bank of Tunisia issued Circular No. 2023-04 to update the intervention rates and credit deadlines for field vegetable crops, primarily potatoes. The revised ceiling requires banks to modulate disbursement amounts according to farm size, incurred expenses, and recent harvest yields. Tunis, July 14, 2023 CIRCULAR TO BANKS NO. 2023-04 OBJECT: Revision of the rates and deadlines for credits in horticulture and market gardening.
The Governor of the Central Bank of Tunisia, Having regard to Law No. 2016-35 of April 25, 2016 establishing the status of the Central Bank of Tunisia; Having regard to Law No. 2016-48 of July 11, 2016 on banks and financial institutions; Having regard to Circular No. 87-47 of December 23, 1987 on the procedures for granting, monitoring and refinancing of credits, as amended by subsequent texts; Having regard to the opinion of the Compliance Control Committee No. 2023-04 dated July 12, 2023 as provided for in Article 42 of Law No. 2016-35, particularly its second paragraph regarding circulars with an urgent character.
Decides: Article 1: The paragraph « d » regarding the rates and deadlines for credits in field vegetable crops set out in Annex I to the aforementioned Circular No. 87-47, are updated as follows:
(1) This rate constitutes a ceiling. The amount of credit disbursed by the bank must be adjusted according to the size of the farm, the expenses to be incurred, and the yields achieved during recent campaigns.
