Instructions No. 3-2025 - Payment Service Companies - Regarding Point of Sale Transaction Fees
The Palestine Monetary Authority issued Instructions No. 3-2025 to regulate fee collection for point-of-sale transactions within the National Key 194 system. The directive mandates that members must cease charging or booking fees on electronic payments in Israeli Shekels for amounts equal to or less than 100 ILS. This prohibition is effective immediately upon issuance and remains in force until December 31, 2025.
