Instructions No. (3) of 2025

Regarding Point of Sale Transaction Fees

Based on the provisions of Law No. (9) of 2010 regarding Banks, particularly Articles (40, 72) thereof, and the provisions of Law No. (41) of 2022 regarding National Payments, particularly Articles (7, 18) thereof, and subsequently to Instructions No. (1) of 2022 regarding Membership in the National Key 194 System, and based on what was approved by the Board of Directors of the Palestine Monetary Authority in its meeting No. (286) dated 22/06/2025, and based on the powers delegated to us, and to achieve the public interest, we have issued the following Instructions:

Article (1)

Scope of Application

The provisions of these Instructions apply to all members of the National Key 194 System operated and managed by the Palestine Monetary Authority.

Article (2)

Point of Sale Transaction Fees

In exception to what was stated in Article (12) of Instructions No. (1) of 2022 regarding Membership in the National Key 194 System, the member must stop collecting and/or booking the fees mentioned in this Article on electronic payments in Israeli Shekels for amounts equal to or less than (100) one hundred Shekels, starting from the date of issuance of these Instructions until 31/12/2025.

Article (3)

Implementation

All competent authorities must implement the provisions of these Instructions, each within its respective scope, and apply them starting from the date of their issuance.
