Working Hours of Feeding and Maintaining ATMs and Transferring Funds during the Holy Month of Ramadan for the year 1445 H

The Saudi Central Bank has issued a circular mandating that all banks and exchange offices in the Kingdom adhere to specific working hours during Ramadan 1445 H, setting cash transfer operations from 9:00 AM to 10:00 PM and requiring 24/7 ATM feeding and maintenance in major cities, commercial centers, airports, and railway stations (with other cities operating from 7:00 AM to 10:00 PM). The directive explicitly requires financial institutions to maintain compliance with established security precautions outlined in Royal Decree No. (M/81) and its executive regulations regarding the transfer of cash, precious metals, and valuable documents. These adjusted operational hours apply throughout Ramadan while remaining subject to any additional determinations made by relevant security authorities.

With reference to the Saudi Central Bank's authority to issue directives related to financial institutions and their operations, based on the provisions of its system issued by Royal Decree No. (M/36) dated 1442/04/11 H, the Saudi Central Bank confirms that all banks and exchange offices must adhere to the working hours outlined below throughout the days of Ramadan, as follows: First: The working hours for cash transfer to branches, cash centers, transfer centers, exchange offices, and the retail sector shall be from 9:00 AM to 10:00 PM. Second: The working hours for feeding and maintaining ATMs shall be 24/7 throughout the week, including official holidays and weekends, for major cities (Makkah Al-Mukarramah, Madinah Al-Munawwarah, Riyadh, Jeddah, Dammam, Al-Khobar), commercial centers, airports, and railway stations. For the rest of the Kingdom's cities, working hours shall be from 7:00 AM to 10:00 PM, except as otherwise determined by security authorities. Furthermore, we emphasize the necessity for banks and exchange offices to comply with the security precautions stipulated in the system for cash, precious metals, and valuable documents transfer issued by Royal Decree No. (M/81) dated 1428/10/18 H, and its executive regulations issued by Ministerial Resolution No. (4814) dated 1433/10/9 H, as well as the circulars issued by the Saudi Central Bank on this matter.
