Instruction No. 03/2025 of December 2, 2025: Financial System - Cash Recirculation
The Central Bank of Angola issues Instruction No. 03/2025 to establish mandatory rules and procedures for the recirculation of Kwanza banknotes and metallic coins, ensuring their authenticity, quality, and security throughout the national distribution circuit. The directive requires financial institutions to verify cash using automated or manual sanitization processes, mandates the deposit of unsuitable notes and coins meeting specific defect criteria outlined in Annex I, and subjects non-compliance to penalties under the General Regime of Financial Institutions Law. It further empowers the central bank to conduct periodic inspections, suspend non-compliant machines, and resolve interpretative doubts within 90 days of publication.
