The Central Bank of Angola issues Instruction No. 03/2025 to establish mandatory rules and procedures for the recirculation of Kwanza banknotes and metallic coins, ensuring their authenticity, quality, and security throughout the national distribution circuit. The directive requires financial institutions to verify cash using automated or manual sanitization processes, mandates the deposit of unsuitable notes and coins meeting specific defect criteria outlined in Annex I, and subjects non-compliance to penalties under the General Regime of Financial Institutions Law. It further empowers the central bank to conduct periodic inspections, suspend non-compliant machines, and resolve interpretative doubts within 90 days of publication.
SUBJECT: FINANCIAL SYSTEM - Cash Recirculation
Whereas it is necessary to define requirements ensuring the quality and authenticity of cash in circulation, so as to guarantee its preservation, facilitate the identification of counterfeits, and promote the efficiency of the distribution and recirculation circuit of the Kwanza, thereby contributing to increased security levels of the circulating medium at the national level; Pursuant to the provisions of Article 11 and Article 98 of Law No. 24/21, dated October 18, the Central Bank of Angola Law.
IT IS HEREBY DETERMINED:
1. Subject Matter This Instruction establishes the rules and procedures to be observed by financial institutions and other entities handling cash, regarding the recirculation of Kwanza banknotes and metallic coins, ensuring the authenticity, quality, and security of the circulating medium.
2. Scope The provisions of this Instruction apply to Financial Institutions under the supervision of the Central Bank of Angola, as provided for in paragraph 2 of Article 7 of Law No. 14/21, dated May 19, the General Regime of Financial Institutions Law.
3. Definitions For the purposes of this Instruction, the following shall be understood as: a) Cash Sanitization Received from the Public and Economic Agents: the process of verifying the authenticity and quality of cash, in accordance with the requirements defined by the Central Bank of Angola, prior to its return into circulation. b) Cash Sanitization Machines: equipment used for verifying the authenticity, quality, and segregation of Kwanza banknotes and coins. c) Economic Agents: participants involved in economic activity who make decisions affecting production, consumption, savings, and investment, such as households, companies, and the State.
4. Monetary Recirculation Kwanza banknotes and metallic coins must be placed into recirculation or made available to the public only after their quality has been verified, in accordance with the minimum requirements defined in this Instruction and whose authenticity complies with the criteria established in current legislation.
5. General Rules 5.1 Economic agents handling cash must verify the authenticity and quality of Kwanza banknotes and metallic coins in accordance with the procedures established in this Instruction, and deposit unsuitable cash for recirculation with Banking Financial Institutions. 5.2 For the purposes of the preceding paragraph, Banking Financial Institutions must verify the authenticity and quality of Kwanza banknotes and metallic coins using equipment with technical capacity for at least: a) Detecting and segregating banknotes and metallic coins suspected of being counterfeit or of doubtful legitimacy; and b) Detecting and segregating unsuitable cash from that suitable for recirculation. 5.3 Banking Financial Institutions shall only accept the deposit of banknotes and metallic coins unsuitable for circulation, provided they are authentic and retain more than 50 (fifty) percent of their composition. 5.4 Banknotes and metallic coins of the Kwanza unsuitable for circulation must be deposited with the Central Bank of Angola by Banking Financial Institutions, in accordance with the Instruction on Deposit and Withdrawal Operations of Kwanza banknotes and metallic coins.
6. Authenticity and Quality Requirements for Cash Kwanza banknotes and metallic coins with any of the defects or deterioration mentioned in Annex I of this Instruction, or that lack visible security elements provided for in current legislation, are classified as unsuitable for recirculation and cannot be made available to the public.
7. Cash Sanitization The process of verifying the authenticity and quality of cash by financial institutions should preferably be carried out automatically, and in exceptional cases, manually. 7.1 Automated Verification of the Authenticity and Quality of Cash a) For the purposes of point 7, Banking Financial Institutions may only make available to the public, via Automated Teller Machines (ATMs), Kwanza banknotes and metallic coins whose authenticity and quality have been verified by automated cash processing machines deemed suitable for this purpose. b) Automated banknote sanitization machines must be capable of reliably identifying and separating counterfeit notes from authentic ones, and the latter by quality, into suitable or unsuitable categories, as provided in this Instruction. c) Cash sanitization machines must be adaptable to new requirements for verifying the authenticity and quality of cash, whenever determined by the Central Bank of Angola. 7.2 Manual Verification of the Authenticity and Quality of Cash a) Exceptionally, banknotes and metallic coins whose authenticity and quality have been manually verified may be made available to the public, provided they are verified by qualified professionals for this purpose and in accordance with the criteria mentioned in this Instruction. b) Entities handling Kwanza banknotes and coins must promote the training of professionals who directly handle cash, by participating in the Central Bank of Angola's training programs, so that they are duly qualified to verify the authenticity and quality of cash.
8. Monitoring by the Central Bank of Angola The Central Bank of Angola may, whenever deemed necessary, conduct periodic inspections of Banking Financial Institutions and entities authorized to perform cash sanitization, to assess the quality of the machines used, and in case of non-compliance with their operation, order their suspension until the discrepancies are resolved.
9. Penalties Non-compliance with the provisions established in this Instruction constitutes a regulatory offense punishable under Law No. 14/21, dated May 19, the General Regime of Financial Institutions Law.
10. Doubts and Omissions Doubts and omissions resulting from the interpretation and application of this Instruction are resolved by the Central Bank of Angola.
11. Entry into Force This Instruction enters into force within 90 (ninety) days from the date of its publication.
