The U.S. Department of the Treasury's Office of Foreign Assets Control issued General License V to authorize the wind down of transactions involving Hengli Petrochemical (Dalian) Refinery Co., Ltd. OFAC added numerous entities and vessels to the Specially Designated Nationals List for facilitating Iran's oil trade and shadow fleet under Executive Order 13902. The Central Bank of Iran was also updated on the SDN List to include specific digital currency addresses associated with secondary sanctions risks.
