The Financial Services Authority of Seychelles has amended Gainful Occupational Permit procedures for gambling licensees to streamline application processing. Licensees must first advertise vacancies locally, obtain Ministry approval for foreign hires, secure a Certificate of Approval from the regulator, and submit final immigration documents within seven days. These revised requirements take effect on February 1, 2020, ensuring a more efficient pathway for employing qualified personnel in the gambling sector.
Circular No 5. of 2019 Date: 26th December, 2019 Amendment in Gainful Occupational Permit Procedures in relation to licensees under the Seychelles Gambling Act. This Circular is being issued to all licensees under the Seychelles Gambling Act, 2014. In its effort to streamline processes and to improve the service delivery standard in respect to the processing of Gainful Occupational Permit (“GOP”) applications (initial GOP applications of individuals proposed to be employed within the sector and any other applications submitted thereafter), the FSA has consulted the Ministry of Employment, Immigration and Civil Status (“Ministry”) in order to devise a more efficient manner in processing such applications, whereby the following has been agreed by the FSA and the Ministry: (1) All positions should be advertised in the local market first and if there are no takers the positons shall be advertised to foreigners upon receiving the appropriate approval from the aforesaid Ministry; (2) The licensee shall submit to the FSA list of approved positions and application of its prospective employee(s) to the FSA in accordance with section 32; (3) Subject to it being satisfied that the applicant is a suitable person, the FSA shall grant the application and issue a (“Certificate of Approval”); (4) Following same, the licensee shall lodge its Gainful Occupational Permit application directly with the Department of Immigration of the Ministry; (5) The licensee shall submit a certified true copy (by an independent certifier) of the final documents received from the Ministry within 7 days of receipt of same to FSA.
