External Circular Letter GE-0203-2026, Subject: Law 2578 of June 1, 2026 – Declaration of Public Holiday

Subject: Law 2578 of June 1, 2026 – Declaration of Public Holiday

Dear Sir/Madam:

We inform you that, in compliance with what is established in Article 6 of Law 2578 of June 1, 2026, which declares the Day of Our Lady of the Rosary of Chiquinquirá, which is commemorated on July 9 of each year, as a national holiday, and by virtue of Law 51 of 1983, it is transferred to Monday, July 13, 2026, the Bank of the Republic informs that:

• The services of the Deposit Account System - CUD, the Central Securities Depository - DCV, the Electronic Check Clearing System - CEDEC, and the Branches/Delegated Check Clearing Rooms (CCSD), the National Interbank Electronic Clearing System - CENIT, and the Electronic Negotiation System - SEN, will not be provided on Monday, July 13, 2026.

• The returns for the collection of cheques from Friday, July 10, 2026, will be compensated and settled on Tuesday, July 14, 2026, with transmission of CEDEC files and capture of bilateral or multilateral positions in the Branches and Delegated Check Clearing Rooms (CCSD) during the usual hours, established in the External Operational and Services Circular - CEOS DSP - 153 Subject 2: Regulation of Clearing of Cheques and other Physical Payment Instruments.

• The request for Overnight Repo for Compensation (ROC) for those entities that register a shortage in cheque clearing or decide to increase the balance of their deposit account, with date July 10, 2026, can be made on July 14, 2026, during the usual hours established for this mechanism in the CEOS - Subject 3: Overnight Repo for Compensation of the Payment Systems Manual.

• The services of the centralized infrastructure of Bre-B (DICE and MOL), given their permanent operation in the 24/7/365 scheme, will be provided without interruption. However, the synchronization and liquidity provisioning processes with the CUD will be available until Friday, July 10, 2026, and will resume on Tuesday, July 14, 2026, at the usual time.

EXECUTIVE MANAGEMENT GE-0203-2026 Date: Tuesday, June 9, 2026

• The Bank of the Republic Treasury windows will not provide public service on Monday, July 13, 2026. Cash exchange, coin swap, or deposit services will be offered on a business day under the usual prior scheduling scheme.

• The Motor Payment System service to manage payments for external debt operations, requested by the Ministry of Finance and Public Credit, will not be provided on Monday July 13, 2026.

From this date, the treatment of the national holiday of the Virgin of Chiquinquirá will be governed by the same guidelines, criteria, and provisions applicable to other official public holidays.

Inquiries or concerns arising from this communication will be attended through the usual channels defined for each service and within the established hours, without changes to the current service scheme.
