Order No. 2025/071/PR/MI on the Appointment of Members of the Technical Committee for Combating Money Laundering, Terrorism Financing and Proliferation of Weapons of Mass Destruction

Article 2: The Technical Committee is responsible for implementing the provisions of Decree No. 2024-314/MI implementing Law No. 106/AN/24/9th L on combating money laundering, terrorism financing and the proliferation of weapons of mass destruction. In this context, it supports the National Coordination Committee, which is tasked with monitoring and implementing the provisions of universal instruments against terrorism, terrorism financing, money laundering and the proliferation of weapons of mass destruction at the national level, and conducting studies in this area. It also ensures the implementation of all measures taken by the Coordination Committee for combating money laundering, terrorism financing and the proliferation of weapons of mass destruction. Article 3: The Technical Committee provides permanent and regular monitoring to the National Coordination Committee regarding the situation and actions taken, and submits an annual report to it. Article 4: The Technical Committee implements and executes government policies in this area and assists the National Coordination Committee in taking effective measures to combat money laundering, terrorism financing and the proliferation of weapons of mass destruction. Article 5: The Technical Committee meets twice a month and whenever necessary upon convocation by its President or the President of the National Coordination Committee. The Technical Committee deliberates validly when at least half of its members are present. The Vice-President of the Technical Committee supervises the daily work of the committee and reports regularly to the Minister of the Interior. Article 6: The Secretariat of the Technical Committee is provided by the General Directorate of the ANRF. The Secretariat is responsible for preparing the Technical Committee's deliberations and ensuring their execution. Article 7: The Committee sits according to a schedule defined during the first meeting by its President in agreement with the committee members. Article 8: The operating budget of the Technical Committee is covered by the national budget. Article 9: The Minister of the Interior and the Minister of Budget are each responsible, within their respective areas, for the implementation of this Order. Article 10: This Order shall be registered and published in the Official Journal of the Republic of Djibouti.
