Announcement No. 100 Regarding Fees, Commissions, and Their Collection Mechanism

Pursuant to Law No. 161 dated August 17, 2011, concerning Capital Markets, and pursuant to Decision No. 26/1/4 of the Capital Markets Authority Board, taken in its meeting held on January 26, 2026,

we hereby inform you of the following:

First: Announcement No. 97 dated January 31, 2024, is hereby cancelled and replaced by this Announcement. Second: The fees and commissions specified in Annex No. 1 are collected according to the procedures referred to in Annex No. 2 attached to this Announcement. Third: The fees and commissions specified in the attached Annex No. 1 apply starting from January 1, 2026. Fourth: This Announcement takes effect immediately upon its publication in the Official Gazette.

Annex No. 2

Commission Collection Procedures

1. The requesting entity intending to submit a transaction or request subject to a commission to the Authority must prepay, based on Annex No. (1) attached, the appropriate financial fee.

2. The fees and commissions specified in Annex No. (1) attached to this Announcement, pertaining to each transaction or request, are paid by transferring the required amount from a Lebanese Lira bank account belonging to the requesting entity to a bank account belonging to the Capital Markets Authority, dedicated for this purpose at Bank of Lebanon, bearing the following IBAN: LB36 0999 0000 0001 0016 5001 1125 (and is noted continuously without spaces when used electronically)

3. The transfer is executed through the BDL-RTGS payment system, according to the mechanism adopted by said system, and the SWIFT message (MT202) is structured to show Fields 20 and 72 with the necessary information as follows:

20: Institution Number - Code of Request 72: REC/TRNSF/T72/Name of requesting Institution – number of requesting Institution – Code of request (Operation type 1,2,3... as per Annex 1.) – Amount – Date of Payment

For example: To pay the commission for a licensing or taking notice request regarding the establishment and marketing/promotion of Lebanese/foreign collective investment schemes, the required code to be adopted is C16

20: 020-C16 72: REC/TRNSF/T72/ ABCDE – 020 – C16- 1,253,000,000- 31.1.2026

4. The requesting entity, when submitting a transaction or request to the Capital Markets Authority, must attach a final bank notice proving the completion of the required transfer, (a copy of MT298 message), containing the information detailed in Item 3 above.
